Does the Illinois law for front driver and penger car windows still allow for tinting if you have a DR note?

I was just pulled over and I would really appreciate an answer from someone knowledgeable on the current Illinois law. In all seriousness I had a medium tint applied because I have trouble seeing with sun glare and bright lights at night and would like an exemption. Thanks.
