Does this guy I like, like me? What should I do?

There is this guy that is 2 grades older than me. I like him and he knows. He said he wouldn't go out with someone in my grade, but he ALWAYS flirts with me. We don't go to the same school but we text a lot. He always says im cute :) and that if he could pick anyone in my grade to be w/ it would be me. But usually when I see him at a public place we hug, but when I see him at church (I don't go to his church all the time) or a family event , we don't hug probably because we're in front of family. But I saw him yesterday at a family party, and he only said sup to me but he was staring at me all night, but he didn't even text me afterward. Does that mean he's lost interest? And theres a church trip to florida coming up and he's going..should I go? Btw im not related to him
