Did the powers of the Union president empower Lincoln to manage the civil war effort as he thought best?

For the most part, he operated from what little was outlined in the Constitution & then made up the rest as he went along. Nothing in the Constitution stated that in time of Civil War a president is supposed to do X, and Y, etc. His suspension of habeus corpus stunned legal types but he ordered it anyway. Sending in Federal troops to occupy the border states on no grounds except to prevent them from deciding to secede was another.
